Must one check the tzitzit strings before reciting the blessing to ensure they are valid?
Synopsis
The Mechaber rules one must inspect the tzitzit before blessing to avoid a bracha l'vatala. The Rosh's position (cited in Magen Avraham and Aruch HaShulchan) is that the world does not customarily inspect because one relies on the chazakah that they remain valid. The Aruch HaShulchan rules inspection is technically only middat chasidut, not strict law.
