The Mechaber rules one may recite 'l'hitatef b'tzitzit' (to wrap oneself in tzitzit) even on the tallit katan since that is the standard blessing text. The Rema rules the custom is to recite 'al mitzvat tzitzit' on the tallit katan, and this custom should not be changed. The Aruch HaShulchan explains the Rema follows the parallel with 'al netilat yadayim' vs. 'l'hitatef'.
