Is someone who is engaged in Torah study exempt from wearing tefillin?
Synopsis
The Mechaber rules that one who is reading Torah is exempt all day except during Shema and Tefillah. The Mishnah Berurah notes debate whether this applies to Gemara study as well. The GRA rules that this exemption applies only to those for whom Torah is their exclusive occupation (like Rabbi Shimon bar Yochai), but for ordinary people today, Torah study does not exempt from tefillin.
