Synopsis
The Mechaber exempts scribes and those involved in sacred work from wearing tefillin all day except during Shema and Tefillah. The Rema extends this to include an exemption from Shema and Tefillah themselves if needed for their work — following the principle that one engaged in a mitzvah is exempt from another. The Beur HaGra and Biur Halacha note a dispute between the Babylonian and Jerusalem Talmud on the scope of this exemption.
