Synopsis
The Mechaber rules they are exempt due to the likelihood of drunkenness and frivolity. The Rema (in responsa) rules that in modern times, since they are obligated in Shema and prayer, they are also obligated in tefillin — not wearing would be like giving false testimony. The Aruch HaShulchan describes both views and notes the current custom to interrupt the feast for prayer with tefillin.
