All authorities agree that the 18 verses are not an obligation but a custom (minhag). They were originally instituted for congregations that prayed in fields and feared remaining after Maariv. The Tur records that some gedolim never said them at all. This status as mere custom has halakhic consequences — e.g., they may be skipped to enable praying the Amidah with the congregation.
