Synopsis
The Mechaber rules that vegetable cooking water (without meat) receives the same blessing as the vegetables themselves — Borei Pri Ha'adamah. If cooked with meat, the meat's flavor dominates and Shehakol applies. The Rambam and Aruch HaShulchan qualify that Borei Pri Ha'adamah applies only when the vegetables were cooked for the purpose of drinking the water (or eating them); the MB adds further conditions.
