Synopsis
The Mechaber rules that wearing both pairs of tefillin should be restricted to those who are habituated in and publicly known for piety. The Mishnah Berurah explains this is because the common practice follows Rashi, and someone who deviates appears arrogant (yohara) unless he is known to be stringent across the board.
