If one cannot wear both pairs simultaneously or in close sequence — e.g., due to an injury or embarrassment in public — the Mechaber rules to wear Rashi tefillin first with a blessing during Shema and Amidah, then after the Amidah, put on RT tefillin without a blessing and recite Shema and Vehayah Im Shamoa while wearing them.
