Is a tallit with tzitzit purchased from a Jewish seller valid for use?

Synopsis

A tallit with tzitzit bought from a Jew is presumed kosher, as regular Jews are presumed to have fulfilled the requirements of spinning and attaching tzitzit with proper intention (lishmah). An exception applies if the seller is known to be suspect.
