Why does the blessing 'Elokai Neshama' (My God, the soul) not begin with 'Baruch' (Blessed)?

Synopsis

The Mechaber holds it is a blessing of thanks (birkat hodaah) and such blessings do not begin with Baruch, analogous to the blessing on rain. The Rosh disagrees, holding it does not begin with Baruch because it is adjacent (semicha) to Asher Yatzar. The Gra sides with Tosafot against the Rosh.
