If one forgot to recite Elokai Neshama until after completing the Amidah (which contains 'Mechaye HaMeitim'), may one still recite Elokai Neshama afterward?

Synopsis

Pri Chadash rules that one who said 'Mechaye HaMeitim' in the Amidah has already covered the substance of Elokai Neshama and should not recite it afterward. Aruch HaShulchan rules this argument is correct based on the Jerusalem Talmud.
