If one needs to relieve himself at the time of morning hand-washing, should he recite Al Netilat Yadayim immediately after washing or wait?

Synopsis

If one feels the need to relieve himself at the time of washing, even if not so urgently that he could not hold it for a parsah, the Mishnah Berurah rules he should not recite Al Netilat Yadayim at that moment — even though learning Torah would be forbidden in that state, and the blessing would thus require an interruption.
