Can an individual member of the congregation prevent the appointment of a chazzan?

PrayerShaliach Tzibur

Synopsis

The Mechaber rules that even a single individual can prevent a chazzan's appointment before agreement is reached. The Rema limits this to cases where the individual has a valid reason recognized by community leaders. The Aruch HaShulchan argues this applied in the Talmudic era when the chazzan fulfilled the congregation's obligation; today it applies differently.
