Synopsis
The Mechaber rules that Kohanim must wash their hands again before Birkat Kohanim up to the wrist, even if they already washed in the morning. A Levi pours the water, and the Levi himself should wash first. The Rema notes the custom is for Leviim not to wash beforehand, relying on their morning washing. The Mechaber also rules that if the Kohen already recited the 'al netilat yadayim' blessing in the morning, he does not repeat it when washing for Birkat Kohanim.
