May a Kohen with a visible physical deformity on his face or hands perform Birkat Kohanim?

Synopsis

The Mechaber rules that a Kohen with a conspicuous deformity on his face or hands (e.g., discolored lesions, crooked or bent fingers), which would cause the congregation to stare, may not perform Birkat Kohanim. Similarly for deformities on the feet in places where Kohanim ascend without socks, or mucus on the beard, tearing eyes, or blindness in one eye. However, if he is 'established' (dosh) in his city — meaning locals are accustomed to his deformity and do not stare — he may bless, even if blind in both eyes. Thirty days of residency creates the 'established' status. The Tz rules that Kohanim who cannot bless should leave the synagogue during Birkat Kohanim; the Biur Halacha notes this is disputed.
