Synopsis
An astringa (fastening mechanism) on an open kapa garment can only exempt it from tzitzit if it is fixed at least from the midpoint downward to the bottom, and also fastened below the belt, so that the majority appears closed to the eye. Otherwise, it is forbidden due to marit ayin (appearing to violate the law).
