Is kilayim (mixing wool and linen) permitted in tzitzit, and what are its limits?

Synopsis

The Torah explicitly permits kilayim in tzitzit (deriving from the juxtaposition of Deut. 22:11 and 22:12). This applies to wool/linen garments obligated by Torah. However, this kilayim override does not apply to garments of other materials, and today without techelet, the override is largely moot in practice.
