Synopsis
The Mishnah Berurah cites the Mishpetei Shmuel who rules that the second group should not take out a new Torah scroll to read from if the first group already did so, lest it appear that the first scroll was found to be passul (invalid). The Aruch HaShulchan disagrees and considers this an unjustified new decree.
