Are Parshat Zachor and Parshat Parah biblically mandated, and what is the obligation for those without a local quorum?
Synopsis
Some authorities hold that both Zachor and Parah must be read from the Torah as biblical obligations (d'oraita). Those in settlements without a quorum are obligated to travel to a place with ten men to hear these readings. If travel is impossible, they should read them with proper cantillation at home.
