May Havdalah be recited over chamar medinah (regional beverage / liquor) when wine is unavailable?

Synopsis

The Mechaber permits Havdalah over any beverage that is 'wine of the region' (chamar medinah) except water. The Mishnah Berurah elaborates on what qualifies as chamar medinah, and cautions against using whiskey ideally since the one reciting Havdalah should drink the entire cup.
