What blessing does one recite when wearing only the hand tefilla (shel yad)?

When only the hand tefilla is worn, the established ruling is to recite only 'l'haniach tefillin.' Some opinions (cited in Pri Megadim) hold that both blessings should be recited even on the hand tefilla alone, but the Acharonim reject this view.
