Does the prohibition of hatmanah apply even when food is fully cooked and mitzta'mek v'ra lo (shrinks to its detriment)?

ShabbatCooking

Synopsis

The Mechaber and most authorities rule that hatmanah is prohibited even for fully cooked food and even food that is mitzta'mek v'ra lo, unlike shehiyah where this is often a basis for leniency. The Rema records a minority lenient view that equates hatmanah with shehiyah, permitting fully cooked or completely raw food, but limits it to places with an established lenient custom.
