The Mechaber rules that urine absorbed into the ground is forbidden as long as it is moist enough to wet the hand. The Rema records a more lenient view — that it is only forbidden if the moisture is at the level of tofach al menat lehatpiach (wet enough to transfer wetness to a second object), and rules one may rely on this.
