Why is the mitzvah of sukkah observed in Tishrei (the seventh month) rather than in Nissan (when the Exodus occurred)?

The Tur (cited by the Mishnah Berurah and Aruch HaShulchan) explains that since Nissan is summer and everyone builds shade structures, it would not be apparent the sukkah is for a mitzvah. In Tishrei, when people leave outdoor structures for their homes due to rain, our going out to the sukkah is visibly for the sake of the commandment. The Aruch HaShulchan adds a second reason connected to Yom Kippur and divine forgiveness.
