The Rif and Rosh cite a Yerushalmi ruling that when Rosh Chodesh falls on Shabbat, the Rosh Chodesh feast should be held on Sunday since it is indistinguishable on Shabbat. The Bach, Taz (citing his father-in-law), and Aruch HaShulchan note that the prevalent practice does not follow this view.
