When a person places an eruv outside his city, is he limited to walking only within a narrow north-south corridor (the width of his eruv placement) for his full 2000-cubit measure?

ShabbatEruvin

Synopsis

A person who places an eruv techumin acquires Shabbat rest at a specific location. His 2000-cubit measure extends in all four directions, but the north-south width is limited to the width of his Shabbat-rest location. If the eruv is in a field (not a private domain), the width is only four cubits.
