Does a walled city with gates and doors (fully enclosed) have its eruv prohibition against splitting apply only when its entire perimeter is valid as mechitzot, or also when only part of the city is validly enclosed?

Synopsis

The prohibition against splitting a city eruv into halves applies only where the city is entirely enclosed by valid walls with doors. If only part is enclosed, the enclosed portion may form its own eruv independently.
