Can Jews living in three separate locations (with locked gates at night) make a single joint shituf?

Synopsis

When Jewish communities are in distinct, physically separated sections with locked gates, they cannot make one joint shituf. However, if one group makes a valid eruv, those in other sections who did not make one do not restrict them.
