May a person standing in one domain use their hand to move objects in a different domain, provided the objects are not needed where they stand?

Synopsis

A person standing in the private domain may extend a hand into the public domain (or vice versa) to move objects there that are not needed in their current location, as long as the objects are not carried four amot. There is no rabbinic concern that such objects will be brought back.
