The Aruch HaShulchan records that when Yom Tov falls on Shabbat, not only is Bameh Madlikin omitted but also Lecha Dodi and other Kabbalat Shabbat elements, as saying 'let us receive Shabbat' would be disrespectful to Yom Tov. Sephardim begin from Mizmor LeDavid.
