Does a bandage (retiyah) on the hand constitute a chatzitzah for netilat yadayim?

Synopsis

A bandage on the hand where there is a wound that cannot be removed is treated differently from a bandage where there is no wound. Where removal is impossible, the person need not wash at that location at all. Where removal is possible, the bandage constitutes a chatzitzah if the person is particular about it.
